Kyiv International Cyber Resilience Forum 2026

Hybrid threats, attacks on critical infrastructure, interference in electoral processes — all of these have become a reality of the modern world. How is Europe responding to these challenges, what can governments and businesses do, and what role does Ukraine play in cybersecurity? dev.ua spoke with Dan Cimpean, Director General of the Romanian National Cyber Security Directorate, about cooperation between European countries in cyberspace, the importance of rapid information exchange and countering cyber threats. The conversation took place on the sidelines of the Kyiv International Cybersecurity Forum.

In its second year, the Kyiv International Cyber Resilience Forum gathered the leading experts and practitioners of cybersecurity in the capital of Ukraine, itself now a major cyber battleground. The forum adopted a broad definition of cyber resilience. It included conventional topics such as defence against cyber sabotage, but also broadened into information warfare and digital transformation in regional governance. The audience included Ukrainian government officials, military officers, foreign diplomats, startup founders, researchers, and, most importantly, Ukrainian cybersecurity professionals, whose battle-hardened experience is now a source of valuable learning for the sector.

Ukraine and the EU took steps to deepen cooperation in cybersecurity as Russian hybrid attacks aiming to undermine support for Kyiv and flame tensions across the continent continue to rise. Ukraine and Europe’s cybersecurity agencies signed a memorandum of understanding at the Kyiv International Cyber Resilience Forum this week to support joint research, innovation, and EU-funded projects in cross-border cybersecurity projects.
