
Expert in international science and technology cooperation
Mr. Georgii Dubynskyi is an expert in international science and technology cooperation with over 20 years of experience across Ukraine’s leading public institutions. He has held positions at the National Academy of Sciences of Ukraine, the Ministry of Economy, the Ministry of Foreign Affairs, the Ministry of Education and Science, the National Security and Defense Council, the Mission of Ukraine to the European Union, and the Embassy of Ukraine in the United States. As Deputy Minister of Digital Transformation of Ukraine, he led efforts in cyber defense and digital security, coordinating the implementation of modern governance approaches in cybersecurity, digital technologies, and robotics. He currently serves as an advisor to the President of the National Academy of Sciences of Ukraine, focusing on international partnerships and the advancement of innovative defense technologies.
Mr. Dubynskyi studied international science and technology policy at The George Washington University and graduated with honors in Radiophysics and Electronics from Karazin Kharkiv National University, as well as in Law from Yaroslav Mudryi National Law University. He completed postgraduate studies at several institutes of the National Academy of Sciences of Ukraine and specialized training programs in research, innovation policy, and technology transfer in Austria and the United States. He is also President of the NGO “DEFTECHCLUSTER,” promoting international cooperation and technological development to strengthen Ukraine’s security and digital advancement.
