Cyber Attaché in Estonian Embassy in Kyiv

Lauri is a councellor in Estonian Embassy in Ukraine serving since September 2023 as a Front-Office to Tallinn Mechanism, representing 11 donor nations and coordinating with Ukrainian authorities in cyber security. He is also representing Estonian Centre for International Development (ESTDEV) and the organisation’s broader development cooperation portfolio in Ukraine. Before, Lauri served as the Head of Eastern Partnership in ESTDEV focusing on developing and rebuilding Ukraine and eastern partnership nations. From the end of 2019 he was 3 years leading the National Situation Centre located in the Estonian Government Office. Lauri has many years of experience in Cyber Security having been working in NATO Cooperative Cyber Defence Centre of Excellence and before as the Head of Crisis Management Department in Estonian Information System Authority with the main responsibility of ensuring cyber emergency preparedness on the national level. In 2007-2013 he was working in the Ministry of the Interior being responsible for national level crisis management and civil protection matters. Lauri has played an active role in drafting and implementing crisis and cyber security policies as well as legislation in Estonia. Lauri has also experience in practical crisis management on operational and on strategic levels, including working closely with the national government. Lauri has graduated MA studies in Political Sciences / International Relations.
