Expert in public sector digitalization and cybersecurity with over 25 years of experience. His career progressed from forensic expert in telecommunications systems to senior leadership roles in key strategic state agencies.
He ensures the deployment of innovative solutions to maintain the integrity of electoral processes and coordinates resilience measures for critical infrastructure facilities in the “Elections and Referendums” sector. He oversees the coordination of the Commission’s key units: the Service of the Administrator of the State Voter Register, as well as the departments responsible for innovation, digital transformation, administration, and information protection.
Previously, he held the positions of First Deputy Head of the State Agency for Electronic Governance of Ukraine and Director General of the State Enterprise “Ukrainian Special Systems.” He is the author of architectural solutions for the secure national network of the Unified State Demographic Register, the Unified Judicial Information and Telecommunication System, as well as the Unified Information-Analytical System of the CEC. He has in-depth expertise in developing regulatory legal acts and standards for the creation of automated systems for defense purposes.
