Director of the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE)

Tõnis Saar is the Director of the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), a position he assumed in August 2025. He has more than 20 years of experience in public administration, most recently serving as Secretary General of the Ministry of Justice and Digital Affairs.

 Previously, he served six years as Director at the National Audit Office and five years as Undersecretary for Administrative Affairs at the Ministry of Foreign Affairs.

Tõnis Saar holds a Bachelor’s degree in Business Administration from Tallinn University of Technology (2000) and a Master’s degree in Management from Cass Business School, City University of London (2004).
