
Tallinn Mechanism Front Office, Estonian Embassy in Ukraine
Toomas Tirs started his career 1995 in Management Development and Human Resources in Telecom sector. After four years he continued for eight years as Management Consultant and Trainer in supply chain and project management. He changed his career in 2007 by joining Ministry of Foreign Affairs of Estonia where he worked in foreign, security, and trade policy areas in various positions both in Tallinn and abroad. He rose in 2018 to the position of Ambassador where he served both in Belgium (and Luxembourg) abd then in Kazakhstan (and other Central Asian States) until 2024. He has done, in between, also stints as Seconded National Expert to Latvia and as Head of Logistics for the Estonian Presidency of the Council of EU in Government Office of Estonia.
Since September 2025 Toomas Tirs is the Tallinn Mechanism cyber coordination Front Office and the Representative of Estonian Center for International Development ESTDEV in Ukraine.
