Mr Vitaly Balashov serves as Deputy Minister of Digital Transformation of Ukraine for Cybersecurity and Cloud Technologies (appointed July 2025).
His career spans cloud security engineering and application security architecture in the private sector and hands-on work at the intersection of government, defense, and technology—focused on protecting state IT infrastructure and the security of large-scale digital public services.
At the Ministry, he is responsible for strengthening cybersecurity and accelerating secure cloud technology implementation, with a portfolio that includes security standards, cyber diplomacy, transparent cloud policy, and building durable partnerships between the state and industry.
